Online process is very confusing and not usee friendly. After submission, I was contacted for additional information that was required which I submitted it immediately, and then I didn't hear back. I called multiple times for updates, no answer but I'd receive an email stating they would get back to me. After three months of waiting, calling and wondering, I received a denial letter today, wow! I even offered my volunteer services to assist with the ever so cumbersome process. I do hope their overall process/service gets better going forward because help it truly needed right now.

Never been treated so horrible. I sent in everything i was suppossed to ,i made sure i did. I call them 2 weeks later Connie said I need the back of my license which i sent but i sent it again. I called back 2 more weeks and Connie snapped on me said i needed this and that and proceeded to hang up on me. I believe they lost my paperwork and so they just started making up things I needed. I called several times and everytime it was something different. I have sent everything they asked for in the very beginning and somethings twice..Very unorganized and try to blame you. When someone needs help they need it now not a month later and not to be hung up on. Thanks OWBC now I am going to be homeless during Covid !!! Stop making excuses if you cant handle the cases get more help but don't be rude and dont hang up on someone..Especially when you are causing someone to be homeless.. Lot of help they are ..

I applied for CEAP in February 2022. When trying to check on my eligibility I was consistently rebuffed with it can take up to 90days and it is still in processing. Never an offer to talk to someone that might help as I had a disconnect notice twice. Someone I know works in this very job for another Texas county, she advised me to call and tell them I was going to contact the Texas Department Of Housing and Community Affairs (TDHCA). TDHCA administers CEAP funds and WILCO answers to them and must follow TDHCA guidelines. After I told the office specialist of my intention they are miraculously contacting my electric company. I have never been treated so rudely, I can only imagine how someone in much greater need and circumstances than I must feel trying to negotiate their system. I hope the employees of this center are never in a position of vulnerability and forced to be subjected to so much disdain. Being in this position and feeling so much anxiety is humiliating enough in its self. I dont need another person adding to this hardship.
